My iTunes won't come up when i try to open it and it is currently playing music and it won't stop.

I've seen iTunes 11.1.3 occasionally get stuck on OS X 10.9.1, as well. Option-Click on the iTunes icon in the Dock, and select Force Quit from the pop-up menu. That'll kill it, and you can then restart it.
